Yes, those are pigtails!
Abbie wants her hair done like her sister. However, unlike her sister, Abbie doesn’t have very much hair. I think Olivia was born with more hair than Abbie has now!
P.S.: Abbie picked out the ginormous hairbows she’s wearing here. After I took this picture, I convinced her that smaller bows would stay in better :)
